Williams "Wiseman 1" signal

Hello,
In Bill William's Profitunity system, the first signal is called "Wiseman 1."
Basically, this based on what he calls a Bullish or Bearish Divergent Bar.
The Bullish Divergent Bar is a bar in which its low is lower than the previous bar AND it closes in the upper half of the bar...and this bar is below William's Alligator indicator.
The Bearish Divergent Bar is the exact opposite of above.
Can you create a signal that can create an alarm and marks the chart when one of these bars appears on the chart at the close on any Timeframe and currency pair.
