Trend indicators

Hello friends.

I would like the development of the arrow for this indicator.

Following is information and drawing attached.
I only need an up or down arrow initially, no matter what the moment is.


If (blue line) - (white line) <
  20 pips.

&&

If (red line) - (white line) <
  20 pips.

Give arrow
